V\u00fdchoz\u00ed situace<\/h2>\n\n

Lo\u010f MCS Napoli plula Laman\u0161sk\u00fdm pr\u016flivem rychlost\u00ed p\u0159ibli\u017en\u011b 11 uzl\u016f (~ 20 km\/h) na z\u00e1pad sm\u011brem k Biskajsk\u00e9mu z\u00e1livu. V\u00fd\u0161ka vln m\u00edsty dosahovala a\u017e 9 metr\u016f. P\u0159ibli\u017en\u011b v 11:05 do\u0161lo k v\u00e1\u017en\u00e9 trhlin\u011b v konstrukci trupu v bl\u00edzkosti strojovny. <\/p>\n\n

Kapit\u00e1n v 11.25 hodin zavolal na t\u00eds\u0148ovou linku a rozhodl se opustit lo\u010f v uzav\u0159en\u00e9m z\u00e1chrann\u00e9m \u010dlunu spolu s 26 \u010dleny pos\u00e1dky. Pozd\u011bji byli zachr\u00e1n\u011bni vrtuln\u00edky Roal Navy; nedo\u0161lo k \u017e\u00e1dn\u00fdm zran\u011bn\u00edm. <\/p>\n\n

Po odezn\u011bn\u00ed bou\u0159e byla lo\u010f odta\u017eena sm\u011brem k Portlandu, ale hrozilo, \u017ee se rozlom\u00ed a potop\u00ed. Proto bylo 20. ledna 2007 rozhodnuto, \u017ee lo\u010f bude uzemn\u011bna v z\u00e1toce Branscombe. <\/p>\n\n

Probl\u00e9m<\/h3>\n\n

V\u011bt\u0161ina kontejner\u016f byla zachr\u00e1n\u011bna. Zejm\u00e9na 660 ulo\u017een\u00fdch na palub\u011b bylo odv\u00e1\u017eeno. Skute\u010dn\u00e1 hmotnost 137 z nich byla o v\u00edce ne\u017e 3 tuny vy\u0161\u0161\u00ed, ne\u017e bylo uvedeno v \u00fadaj\u00edch o n\u00e1kladu. Nejv\u011bt\u0161\u00ed odchylka \u010dinila 20 tun. Celkem 137 kontejner\u016f v\u00e1\u017eilo o 312 tun v\u00edce, ne\u017e bylo uvedeno. <\/p>\n\n

„Kontejnerov\u00e1 doprava je jedin\u00fdm odv\u011btv\u00edm, kde nen\u00ed hmotnost zn\u00e1ma. Pokud maj\u00ed b\u00fdt s\u00edly p\u016fsob\u00edc\u00ed na kontejnerov\u00e9 lod\u011b p\u0159esn\u011b kontrolov\u00e1ny a \u0159\u00edzeny, je nezbytn\u00e9, aby byly kontejnery p\u0159ed nakl\u00e1dkou zv\u00e1\u017eeny. <\/em>.“<\/p>\n<\/div>\n<\/div>\n\n

Na z\u00e1klad\u011b v\u00fdsledk\u016f \u0161et\u0159en\u00ed vypracovala IMO „PR\u016eVODCE OHLEDEM NA OV\u011a\u0158ENOU BRUTTO HMOTNOST KONTEJNERU P\u0158EPRAVUJ\u00cdC\u00cdHO N\u00c1KLAD“, ov\u011b\u0159enou hrubou hmotnost.<\/p>\n\n

Jedn\u00e1 se o stanoven\u00ed skute\u010dn\u00e9 hmotnosti kontejneru, kter\u00e1 se skl\u00e1d\u00e1 z n\u00e1kladu + obalu + zabezpe\u010dovac\u00edho za\u0159\u00edzen\u00ed + vlastn\u00ed hmotnosti kontejneru. Sv\u011btov\u00e1 n\u00e1mo\u0159n\u00ed rada uvedla:„Odpov\u011bdnost za zaznamen\u00e1n\u00ed a zdokumentov\u00e1n\u00ed ov\u011b\u0159en\u00e9 hrub\u00e9 hmotnosti zabalen\u00e9ho kontejneru nese odes\u00edlatel<\/em>.“ To je jasn\u00e9 prohl\u00e1\u0161en\u00ed. <\/p>\n\n

Pro v\u00e1\u017een\u00ed je nutn\u00e9 pou\u017e\u00edt v\u00e1hu t\u0159\u00eddy p\u0159esnosti III podle sm\u011brnice 2009\/23\/ES. Tato specifikace p\u0159esnosti nen\u00ed toleranc\u00ed hmotnosti, ale technickou toleranc\u00ed zobrazen\u00ed pou\u017eit\u00fdch vah. <\/p>\n\n

V\u0161echny n\u00e1kladov\u00e9 jednotky, obaly nebo obecn\u00fd n\u00e1klad se zv\u00e1\u017e\u00ed, p\u0159i\u010dte se hmotnost upev\u0148ovac\u00edho a ukl\u00e1dac\u00edho materi\u00e1lu a dopln\u00ed se vlastn\u00ed hmotnost\u00ed kontejneru. V\u00fdsledkem je ov\u011b\u0159en\u00e1 celkov\u00e1 hmotnost. <\/li>\n\n\n\n
  2. P\u0159\u00edv\u011bs a kontejner se v\u00e1\u017e\u00ed pr\u00e1zdn\u00e9. N\u00e1klad je pot\u00e9 ulo\u017een a zaji\u0161t\u011bn v kontejneru. Pot\u00e9 se nalo\u017een\u00e1 souprava znovu zv\u00e1\u017e\u00ed. Rozd\u00edl mezi ob\u011bma v\u00e1\u017een\u00edmi + vlastn\u00ed hmotnost kontejneru je v\u00fdsledkem ov\u011b\u0159en\u00e9 celkov\u00e9 hmotnosti. <\/li>\n<\/ol>\n<\/div>\n<\/div>\n\n

    Stanoven\u00ed hmotnosti v praxi<\/h3>\n\n

    Zku\u0161enosti ukazuj\u00ed, \u017ee n\u011bkter\u00e9 nesrovnalosti v hmotnosti jsou syst\u00e9mov\u00e9, proto\u017ee jsou zp\u016fsobeny nep\u0159esn\u00fdmi informacemi z datab\u00e1ze, neudr\u017eovan\u00fdmi datab\u00e1zemi nebo chyb\u011bj\u00edc\u00edmi hmotnostn\u00edmi pom\u011bry. Nez\u0159\u00eddka se st\u00e1v\u00e1, \u017ee \u00fadaje o hmotnosti na n\u00e1kladn\u00edm listu uv\u00e1d\u011bj\u00ed pouze \u010distou hmotnost zbo\u017e\u00ed a hmotnost obal\u016f nebo kontejner\u016f (sud\u016f, IBC atd.) zcela chyb\u00ed. <\/p>\n\n

    Doporu\u010duje se pravideln\u011b kontrolovat p\u0159esnost a \u00faplnost informac\u00ed v datab\u00e1zi. M\u011bly by se kontrolovat v\u00e1hy, u nich\u017e se mohou vyskytnout odchylky souvisej\u00edc\u00ed s v\u00fdrobou, aby bylo mo\u017en\u00e9 rozpoznat, jak velk\u00fd m\u016f\u017ee b\u00fdt rozsah odchylek, a aby bylo mo\u017en\u00e9 je zohlednit. <\/p>\n\n
